I am a little unclear if your question relates simply to import/export of Firefox Bookmarks, or more specifically to the use of Xmarks in the synchronisation of bookmarks

Let us take things slowly as I am not all that familiar with the use of Firefox/Xmarks.

I was under the impression that XMarks automatically synchronised firefox bookmarks.

Have you synchronised the Fast Dial Folder in Bookmarks Menu ?

recent versions of firefox back up bookmarks (places.sqlite) automatically

to restore go to bookmarks/organise bookmarks/import and backup

for moving a whole fast dial profile (or for backing up for safety) I would strongly recommend FEBE
