Do you mean that "Open in background tab" opens in active tab instead? There's a preference in "about:config" which affects this: browser.tabs.loadBookmarksInBackground. If it's set to true it reverses background/active tab opening behavior. If you still need this option to be set to true, I can implement a fix for this.
