By process of elimination, i can confirm that the latest update of Java 6 Update interferes with refreshing the Fast Dial cells. I reinstalled java 6 Update 2, and everything works fine.

If I keep forcing it, eventually browser opens up normally. Perhaps, the uninstall routine needs to be debugged?

Which version was it that you were uninstalling ?
Can you reproduce the problem ?
I Googled the chrome registration problem (the splash screen occurs three times) and found that I had to right click the icon and say I was the administrator. I have a Vista machine. This worked out perfect and I don't have a problem. I will delay installing the java update; Fast Dial convenience is too good to give up.

I think you will find that JRE version 6u7 works fine, and that the problem is only with 6u10
There have been reports that the problem is related to the plugin but not yet confirmed.
